Runner ServiceTools allows you to run Applications / Scripts / Toolls with a necessary rights: run with Full system rights (like Admin rights) to all old known and checked applications; run with Low-rights (like Guest) for new downloaded applications.
This is a not a complette solution yet, but service alredy include all necessary functionality to manage (start / stop / kill) with all kind of drivers / services / applications / tools / scripts. Shell Extension allow to integrate it in Windows Exlorer and use tool in easest way.
